RPM will race the 44 charter (with 43 painted on the car) for this year and lease the 43 out to another team. This allows RPM to hold onto two charters for one more year and not run afoul of NASCAR's use-it-or-lose-it mandate. This confirms we won't have two cars on the track for 2018. RCR also has a spare charter (the 27), no word on what they're doing with it yet.
If I had to guess I would expect a four-car "alliance" in 2019 with the 3, 31, 43 and 44 on the track, just for history's sake.

Here's Richard's explanation:
Petty also cleared up rumors that it had sold it's prestigious NASCAR charter for the #43 car. He said neither of his charters had been sold but he is leasing out NASCAR's No. 1 charter to Rick Ware Racing. The team is using the charter tied to the #44 car on the #43 car in 2018. The explanation, he said, was with the way NASCAR allotted charters for each individual car owner.

The 3 and the 31 cars are at least somewhat competitive. I don't think this is a bad merger. Good question will be how much of all the tech available will see it's way to the 43 or 44.
We'll know in about 68 days or so.
